Hibra Otieno Takes over Environment Sector As Sakaja Reshuffles Chief Officer to Improve Service Delivery

Nairobi Governor Sakaja Johnson yesterday made changes to his executive reshuffling chief officers across various departments in a move aimed at improving service delivery to city residents. The changes, carried out in accordance with section 45(5) of the County Government Act 2012, saw a total of 10 county chief officers reassigned as on Tuesday, November 18, 2025. In the new changes, Godfrey Akumali, who has been Acting County Secretary as well as the chief officer in for Business and Hustler Opportunities has been moved to the Housing and Urban Renewal Department and remains the Acting County Secretary. Akumali has been vocal in advocating for better housing and urban planning in Nairobi. Tony Kimani, who previously headed Social Services sector, transitioned to lead the Social Services and Estate Management sector as Wilson Gakuya who was the chief officer in charge of Smart Nairobi sector will now lead the Digital Economy. Lydia Mathia, who was previously the County Chief Officer, Housing and Urban Renewal, will now serve in the Business and Hustler Opportunities department, while Sande Oyolo moved from Digital Economy and Startups to Medical Facilities docket. The vocal Geoffrey Mosiria who is widely credited for transforming the Environment sector and the Health Facilities sector has been moved from the Environment docket to the Citizen Engagement and Customer Service sector. Moving in the opposite direction Hibrahim Otieno will replace Mosiria as the new Chief Officer in charge of Environment. Hibrahim was initially in the Medical services sector. In his place, Sande Oyolo becomes the new chief officer for medical services Zipporah Mwangi moves to the City Culture, Arts and Tourism from Citizen Engagement and Customer Service, While Michael Waikenda moves from Mobility Sector to the Mobility and AG ICT Infrastructure. Clement Rapudo will head Smart Nairobi Sector, moved from City’s Culture, Arts and Tourism sector. The county chief officers manage day-to-day operations of a department, enhancing department performance, deploying public officers within their department, ensuring efficient service delivery, implementing county policies and are accountable to the sector County Executive Committee Member (CECM).
